JOINT BASE SAN ANTONIO-RANDOLPH, Texas (AFNS) – Air Force officials are pleased to announce the three recipients of the 68th Annual Arthur S. Flemming Award.
The three distinguished winners are scheduled to be honored by the award commission at George Washington University in Washington, D.C.
Leadership and/or Management Category:
Capt. Michael J. Kanaan, with the director’s action group at Wright Patterson Air Force Base, Ohio, spearheaded the future federated model of analysis as the Combined Forces Air Component Commander’s analytic lead to more than 1,800 analysts in support of Operation Inherent Resolve. Kanaan led his team from initial concept through implementation of a common intelligence picture employed in the Director of National Intelligence’s future technologies architecture. This was the first-ever intelligence picture to visualize millions of previously undiscoverable intelligence data points from unmanned aerial surveillance platforms, which provided analysts with open-source data streams and helped advance the DNI’s vision of analysis for all levels of government. Kanaan’s leadership, initiative and determination resulted in condensing 170 daily research actions to 25, significantly reducing man-hours of daily target development to minutes, consolidating 24 research programs to three and bolstering the intelligence community’s adoption of cloud-based architecture by 40 percent.
Applied Science, Engineering Category:
Maj. Timothy J. Davis, the chief of theater medical entomology at Kadena AFB Japan, characterized unique feeding practices of disease-carrying mosquitoes, and applied this groundbreaking biosurveillance science to disease detection and infection risk mitigation. Davis published five journal articles documenting this discovery, paving the way for improved disease surveillance and prevention. Moreover, he was awarded grants totaling $259,000 in order to put his discoveries into practice. Davis sampled more than 15,000 vectors to test this improved detection technology and to support a multimillion-dollar Japanese Encephalitis vaccination policy. Additionally, Davis has applied his biosurveillance initiatives to better characterize the spread of Zika, dengue and chikungunya in the Pacific region, resulting in the protection of nine bases and more than 60,000 Defense Department personnel. His innovative technology will be utilized throughout the Air Force as a disease detection and early warning system.
Basic Science Category:
Dr. Paul M. Alsing, a team member at the Air Force Research Laboratory Headquarters in Rome, New York, had his personal advanced theories and team leadership of the Quantum Information Sciences group catapult the Air Force Research Laboratory’s credibility and recognition on a world-class level. Alsing’s groundbreaking research in Relativistic Quantum Information theory will be demonstrated using integrated optical silicon devices to create entangled photons for quantum computation networks. These demonstrations will provide evidence of how entangled photon interactions can be developed into future Air Force quantum computer systems. His contributions to numerous quantum-associated panels and workshops sponsored by the Department of Defense and his dedication to mentoring high school, college and junior scientists and engineers in the growing field of quantum computing is also noteworthy. Alsing is credited as an international leader and national asset who is leading cutting- edge research and development in quantum information science and computation, an area of extreme importance to the future of the nation.
